Private solid waste facilities in the region are regulated by Municipal Solid Waste and Recyclable Material Regulatory Bylaw No. 183. Under the bylaw, licences are requires for all privately operated landfills, transfer stations, material recovery facilities, storage facilities and certain brokers of municipal solid waste and recyclable materials. The goal of the bylaw is to ensure proper management of privately operated facilities by specifying operating requirements so as to protect the environment and public health, to protect the region's land base in accordance with the host municipality's zoning and land use policies, to ensure that regional, municipal and private facilities operate to equivalent standards and to achieve the objectives of the regional Solid Waste Management Plan.
As of February 2010, 31 licences are in effect that cover many aspects of the handling and management of municipal solid waste and recyclable materials at private facilities including storage, transfer, material recovery, brokering and composting and disposal.
