Heather Place Redevelopment Project 

Heather Place, built in 1983, is an 86-unit townhouse development that occupies almost the entire block (approx. 2 acres) that is bounded by Heather Street on the east, Willow Street on the west, 13th Avenue on the north and 14th Avenue on the south. It does not include the two adjoining properties in the southeast corner of the block at 14th Ave. and Heather St.

  • Heather Place consists of one, two and three bedroom townhouses built atop an underground parking garage. 
  • Of the 86 homes, 26 are rented at rent rates that are geared to income. The remainder are rented at historic market rental rates.

Heather Place Redevelopment

MVHC is undertaking this re-development project as it reflects the goals and objectives set out in Metro Vancouver’s Regional Growth and Affordable Housing Strategies as well as Vancouver’s Housing and Homelessness Strategy. The goal is to provide more rental accommodation in a city and region desperately in need of affordable housing.

  • Currently there are 86 rental units. The re-development project is currently planned to be a 100% rental development.
  • We plan to provide between 200 to 300 rental homes on the site that fit into the neighbourhood.
  • We are being sensitive to local neighbourhood needs such as: aesthetics, trees and green space, changing demographics, traffic/parking and changing transportation habits, and access to amenities.

Frequently Asked Questions

Here are some answers to frequently asked questions. In our initial neighbourhood outreach, we have heard some of these questions and have anticipated others. We are always available to answer others that we haven’t addressed here.
Will parts of the site be sold to a developer for condominiums?
At the present time, no. Metro Vancouver Housing Corporation is intending the development to be 100% rental housing.
How many new homes do you plan to develop on the site?
We are still working our planning and design which is aimed at ensuring that the new development fits well into the neighbourhood. We believe we can plan and design a very good development that offers between 200 and 300 new rental homes.
How high will the buildings be?
Neighbourhood context is influencing our planning that affects building height. While we haven’t yet resolved the actual building forms, good design would dictate that building massing on the southern part of the site would be respectful to the low-rise multi-family building forms along 14th Avenue. The context on the northern part of the site, with the Tapestry development across from it and with the VGH building forms further to the north, would suggest that a higher building form on this part of the site would be appropriate.
Will the new development consist of townhouses?
Given that our objective is to increase the number of rental homes available at Heather Place, we are planning to use the land more efficiently by designing multi-family buildings that have both apartments and some ground-oriented units at the street level of the buildings.
What type of homes are you planning to build?
Heather Place currently offers one, two and three bedroom homes. The new development will offer a similar range of homes, including studios, to meet the needs of a diverse mix of families, urban singles, seniors and people with disabilities across a mixed range of incomes.
What will happen to the current Heather Place tenants?
All existing tenants will have right of first refusal to rent new homes in the proposed redevelopment. A process is ongoing with the tenants, including four meetings which have already been held with them, to ensure open and timely communications.
Won’t tenants be displaced while the project is being built?
We are planning to phase the development of the site to minimize the number of tenants impacted at any one time.
What role are your tenants playing in the planning for the new development?
We are engaging our current Heather Place tenants in the planning for the new rental homes that will be developed on the site so we can do our best to meet their needs. A number of meetings have been held with them to date and future meetings will be planned.
How much will rents be in the new development?
Generally, rents in the new development will be at competitive market rates. Existing tenants receiving a subsidy, or ones that will require a subsidy in the new development, will receive it if they qualify.
