 Regional Affordable Housing Strategy

At the meeting of the Metro Vancouver Board on November 30th, 2007 the Board adopted the Metro Vancouver Affordable Housing Strategy. This strategy has been recognized as an important step in advancing the region’s sustainability objectives. The actions and directions set out in the Strategy focus on what can be achieved at the regional level and are intended to complement and support municipal, provincial, and federal housing and homelessness initiatives. The following provide additional information on the Strategy:

 Housing Data Book

The Housing Data Book fact sheets provide information to assist member municipalities in their efforts to respond to the housing needs in their communities. The first series of fact sheets which have been produced focus on the income side of the equation. This includes information on the general income profile of households across the region (renters and owners) as well as information on the general range of housing types available. Future series of fact sheets will focus on housing market indicators, housing inventory, and housing needs.

New Greater Vancouver Sewerage and Drainage District Development Cost Charge Bylaw to Waive Regional DCCs for Affordable Housing

The GVS&DD Board adopted the Greater Vancouver Sewerage and Drainage District Development Cost Charge Bylaw No. 254, 2010. This Bylaw replaces the Greater Vancouver Sewerage and Drainage District Development Cost Charge Bylaw No. 187, 1996.

The new Bylaw includes provisions to waive regional development cost charges (DCCs) for a number of different types of affordable housing. The changes set out in the Bylaw are consistent with the directions in the Regional Affordable Housing Strategy which was adopted by the Metro Vancouver Board in November 2007 and are intended to complement and support municipal efforts to create more affordable housing.

The below files provide additional information on the conditions under which a regional DCC waiver will be granted and the required process and documentation. Note that rent levels and household incomes are based on the most recent available data from Canada Mortgage & Housing Corporation and Statistics Canada; affordability levels should reflect the latest available data as updated from time to time.

 Ground-oriented Medium Density Housing 2003 (GOMDH)

This best practices guide showcases innovative and successful initiatives of GOMDH around the region. This 2003 series, an update of the 2000 series, includes 25 ground-oriented housing projects in the planning stages, under construction, or built within the last three years. These examples demonstrate the continued innovation of local governments in partnership with design professionals, and the non-profit and market development communities.

Metro Vancouver Affordable Housing Forum 
On Nov 29, 2006 Metro Vancouver held a forum to promote new and creative ways to develop affordable housing. The goal was to provide a venue where community members interested in developing affordable housing may network, exchange ideas and explore opportunities in three essential areas: Community Capacity, Partnerships, Programs & Services.
