A bylaw to regulate the management of all privately operated municipal solid waste and recyclable material operations. Under the bylaw, license are required for all privately operated landfills, transfer stations, material recovery facilities, storage facilities and certain brokers of municipal solid waste and recyclable material. The goal of the bylaw is to ensure proper management of privately operated facilities by specifying operating requirements so as to protect the environment and public health, to protect the region’s land base in accordance with the host municipality’s zoning and land use policies, to ensure that regional and municipal facilities and private facilities operate to equivalent standards and to achieve the objectives of the Solid Waste Management Plan.

The Environmental Management Act authorizes the Greater Vancouver Regional District to provide the service of air pollution control and air quality management and, for that purpose, the Board of the Greater Vancouver Regional District may, by bylaw, prohibit, regulate and otherwise control and prevent the discharge of air contaminants.
