Project Overview


Metro Vancouver is replacing the Central Park Water Main, which has been phased over several years and spans approximately 12 kilometres in the City of Burnaby and the City of New Westminster. The existing water main was built in the 1930s and is reaching the end of its service life. Once complete, the new water main will help ensure the continued delivery of clean, safe drinking water well into the future.

The Salisbury/18th Section of the Central Park Water Main is approximately three kilometres long. It will start at Elwell Street and head south to 10th Avenue, in the City of Burnaby.

Construction of this section is expected to take place from fall 2020 to spring 2023. Towards the end of the project, Metro Vancouver will return to connect the newly constructed water main to the existing drinking water system.

The Maywood Section was the first section of the Central Park Water Main and was completed in fall 2020. It starts at Patterson Avenue and extends until the intersection of Telford Avenue and Maywood Street. The third and last portion of the project is the Imperial Section, and it will be located along Imperial Street, between Maywood Street and Telford Avenue, and Griffiths Avenue and Elwell Street.

Project Update


  • Progress Update and Coordination with the City of Burnaby - posted on April 11, 2023

    Thank you for your continued patience and understanding while we complete the Salisbury/18th Section of the Central Park Water Main. The contractor working on this section has made significant progress since our last update in December, and we still anticipate the project will be completed in spring 2023.

    Coordination of Restoration with the City of Burnaby

    Some roadways impacted by the project will remain with temporary asphalt pavement as the City of Burnaby is planning future work in these areas, and will complete permanent asphalt paving following work completion. These areas are:

    • Salisbury Avenue, between Kingsway and Beresford Street
    • Elwell Street, between Salisbury Avenue and Hall Avenue
    • Project area located south of 14th Avenue

    In addition, the City of Burnaby has decided to remove the basketball court located at 18th Street. Metro Vancouver will restore the ground and cover the area with grass as per City of Burnaby's requirements. The City's Parks, Recreation and Culture department is currently working on a plan for future improvements in the area.

  • About the Construction Activities

    Activities related to water main construction will include:

    • Delivering equipment, steel pipe, gravel and other materials
    • Cutting pavement
    • Excavating a trench
    • Installing new underground valve chambers
    • Installing the water main
    • Welding
    • Backfilling the trench
    • Compacting gravel

    Following construction, the sections of roadway impacted by construction will be paved and the affected areas nearby will be restored to similar or better condition.

  • Typical Hours of Work

    All work will comply with City of Burnaby bylaws or granted bylaw variances. Typical hours of work for this project will be:

    • Monday to Friday: 7:00 am - 8:00 pm
    • Saturday: 9:00 am - 8:00 pm

    There may be times when crews will need to work longer hours or outside of the planned days to complete certain tasks. Metro Vancouver will notify the community about these activities ahead of time.

  • What to Expect During Construction

    Keeping People Moving Safely and Effectively
    There will be traffic control personnel on-site, and the work area will be fenced off and restricted to construction personnel. Please follow the direction of traffic control personnel and signage, and use caution when walking, cycling or driving near the construction area.

    There may be times when access to residential driveways and parking areas will be restricted due to construction work. Residents will be notified in advance of access restrictions and alternative parking areas.

    Reducing Noise and Vibration
    There will be some noise associated with construction work. Crews will attempt, wherever practical, to reduce noise impacts to nearby residents and businesses.

  • Working with the Community

    Metro Vancouver is committed to working closely with the community and the City of Burnaby to ensure concerns and interests are considered as the project continues. A community liaison is available to address questions and concerns throughout the project.
