Proposed Amendments to the Non-Road Diesel Engine Emission Regulation Bylaw 1161
Metro Vancouver introduced
Greater Vancouver Regional District Non-Road Diesel Engine Emission Regulation Bylaw No. 1161 in 2012 to manage older, higher polluting non-road diesel engines as one of the prioritized initiatives in an overall program to improve air quality in the region.
Fine particles produced by the combustion of diesel are the primary air quality threat to human health in Metro Vancouver, and they also contribute to climate change and reduced visibility. Fine particles from diesel combustion have been associated with both short and long-term health effects, from aggravated asthma to heart and respiratory diseases.
As the authority managing air quality across the region, Metro Vancouver proposes to make the following changes to Bylaw No. 1161:
- Remove the provisions for low-use registration, or amend low-use registration reporting requirements and associated payment of fees;
- Introduce a standard method to assess smoke opacity;
- Extend the deadline by which Tier 1 engines are to be registered to January 31, 2020; and
- Clarify the bylaw structure and definitions.
